As the lead consultant for MACOPA (now called COPA), on all matters concerning public art, Jesse Levesque recommended and implemented a world-wide search for an outside organization to assist the Mayor's Offices, MACOPA, and the City of Louisville in writing a visionary public art master plan. In 2008, Creative Time of New York City was officially hired for assistance in creating what would become Louisville's first-ever public art master plan. During 2009 and 2010, Jesse assisted Creative Time, MACOPA, and the Mayor's Offices in all aspects of research, development, and production. Ever since 2011, the public art master plan has sparked new types of art events and exhibitions in the City's vacant spaces. Each event and exhibition has been free and open to the public.
